Job Summary:
The College of Professional Programs and the Family Resource Training Center at Eastern Washington University invites applications for a 100% full-time position to serve as the Director of Operations for the Family Resource and Training Center (FRTC) located in Coeur d'Alene, Idaho.

Under the direction of the Dean of College of Professional Programs, the Director exercises overall responsibility for Center operations, works to secure external resources to augment Center activities, serves as the chief liaison between Idaho Department of Health and Welfare for programs and contracts, serves as the chief liaison with the College, oversees current community partnerships and seeks to create future partnerships, and supervises staff.

The FRTC is a partnership between the EWU College of Professional Programs and the Idaho Department of Health and Welfare (DHW) as well as numerous other community service organizations, charities, and Title IV-E program affiliates. The FRTC operates as a training and service center for developing social workers and foster parents throughout the state of Idaho and supporting Social Work interns from EWU. The center is dedicated to improving the lives of at-risk children and families, and our mission is to build healthy families and communities. This position will occasionally require traveling to the Eastern Washington University campus in Cheney, WA as needed to fulfill the responsibilities of the role.

Required Qualifications:
  • Bachelor’s degree in business administration, organizational leadership, project management or related field.
  • Expertise in public child welfare practice.
  • 5 or more years of administrative experience including staff supervision, and budget oversight.
  • Experience working with local, state, and/or federal agencies.
  • Established record of securing funding from federal and state government and foundation sources.
  • Demonstrated high degree of interest and/or experience promoting cultural competency and diversity.
  • Demonstrated experience using technologies such as databases, spreadsheets, and/or cloud data management.
  • Expertise in collaborating with local, state, and national partners for the benefit of EWU and FRTC.
  • Proficiency in leading multi-staff program operations.
  • Demonstrated ability to apply a culturally responsive and flexible approach that is supportive to the diverse needs, including universal access, of our students, faculty, staff, and the public.


Preferred Qualifications:
  • Degree of field experience in business/project management or organizational leadership.
  • Significant contract reporting writing experience.
  • Proficient in systems supporting programs and organizations.
  • Experience in human services and/or social services.
  • Experience managing grants and grant contracts.

Job Duties:

Responsibility / Duty: Direct and Administer
  • Direct activities of the Family Resource & Training Center in compliance with EWU College of Professional Programs mission.
  • Direct, administer and supervise leads for the Family Resource & Training Center contracts.
  • Review program reporting and dissemination of information to administration.
  • Represent FRTC/EWU to external organizations in relation to program responsibilities, and grant/contract compliance.
  • Ensure compliance with University activities as well as federal, state, and local, regulations, policies, and procedures.
  • Review monthly budget updates and work with CPP and FRTC fiscal team to make any necessary changes.
  • Seek new contracts/grants and engage in contract negotiations.
  • Provide direct supervision and growth of leadership team and operations team.
  • Promote Center Mission, Vision, and Values that include equity, diversity, inclusivity, cultural competency, and universal accessibility.
  • Be direct liaison to Contract Monitors and meet with them regularly.
  • Prepare reports and data analysis of programs for dissemination to Contract Monitors and partners.
  • Represent FRTC and its programs in review processes with local, state, and federal partners.

  • Analyze program development and performance and implement recommendations for modification and/or improvements.
  • Develop, support, and interpret rules, policies, and procedures for programs.
  • Plan and initiate the development and implementation of program operations, instructional projects, innovative practice, and training in collaboration with the Associate Director of Social Work and Clinical practice in FRTC, the EWU School of Social Work, and EWU College of Professional Programs.
  • Support program communication and procedures.
  • Maintain and encourage a professional, collaborative, and solutions-oriented approach to support a healthy company culture and productive workforce.
  • Provide support and guidance for Center programs and operations team.
  • Problem solves challenges between programs and systems.

Conditions of Employment:
  • This is a 100% exempt position funded under a grant contract. Continuation of the position is contingent on availability of contract funding.
  • This position, during the course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value; as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. The offer of employment is contingent upon successful completion and passing of a background check prior to beginning employment.
  • All new employees must comply with EWU Immunization Policy 602-02 and provide proof of immunity or vaccination to MMR before beginning work at EWU. Waivers for the immunization requirements are available for medical or sincerely held religious beliefs.

Salary Information: The salary for this position is $88,625 (minimum) up to $104,000 (maximum). Where the hired candidate will begin within this range is dependent on education, experience, and skills.
