Job Summary

Serves as the project lead for assigned projects through participation in development and implementation of project plans; supports budget tracking and monitoring; coordinates and schedules resources and deliverables; performs task order tracking and reporting; and executes day-to-day management of specific task order(s). Serves as technical instructor and carries out project delivery activities including instruction, consultation, and research activities. Performs customer liaison activities as needed.
  • Executes project task planning, progress tracking, budgetary compliance, and status reports and in support of assigned projects.
  • Attends and supports project kick-off meetings, project review meetings, conferences, etc.
  • Coordinates project resources and scheduling to ensure availability and timely deliverables.
  • Monitors project labor and expenditures to ensure compliance with budget.
  • Ensures that all project timelines, objectives, and quality performance requirements are met for assigned projects.
  • Provides project team facilitation and coordination to ensure project success.
  • Liaises with customers, teammates, and vendors to ensure project communication is effectively maintained.
  • Collects, integrates, and develops project reporting as required.
  • Assesses and analyzes project successes/improvements and report on potentials and risks.
  • Performs project proposal support activities, including preparing quotes, writing responses, resource planning, and tracking proposal activity as required
  • Develops, maintains, and presents complex training programs for Site Exploitation/Identity Intelligence for various civilian and military audiences.
  • Incorporates and imparts current and historical site exploitation, material collection, documentation, forensic awareness theory and methodologies throughout instruction activities.
  • Provides instruction for tactics, techniques, and procedures for acquisition, exploitation, analysis, integration, and report production specific to identity intelligence. Creates and implements appropriate teaching aides, instruction materials, and hands-on exercise activities.

  • Evaluates trainee learning through appropriate examination/testing activities and ensure competency through demonstrated applied learning techniques.
  • Coordinates with project team members to facilitate instructional requirements, materials, course scheduling, and participant selection processes.
  • Partners with other instructors to ensure continuity of instruction materials and delivery methods.
  • Carries out course preparation and support activities including materials kitting, inventory, and scenario planning/setup.
  • Conducts course evaluation and quality control activities in partnership with the project services team.
  • Provides training instruction and support for SME areas (including Biometric Collection, and exploitation web applications such as SOFEX and DONISIS)
  • Provides realistic SOFEX/DONISIS portal responses during designated classes and scenario/validation exercises when required
Minimum Qualifications
  • Bachelor's degree in an appropriate area of specialization and two (2) years of experience in related field; or a Master's degree in an appropriate area of specialization and one (1) year of experience in related field.
  • Positions under National Forensic Science Technology Center will require Bachelor's degree in an appropriate area of specialization and two (2) years of experience in related field; OR six (6) years of relevant training and/or military experience; OR an equivalent combination of relevant education, training, and/or military experience.
Departmental Requirements
  • Working and/or training experience in identity intelligence/forensic intelligence, sensitive site exploitation tactics and techniques.
Desired Qualifications
  • Working knowledge of Federal Acquisition Regulation (FAR)/Defense Acquisition Regulation (DFAR).
  • Working knowledge with Fixed Price (FP), Cost Plus Fixed Fee (CPFF), Time and Materials (T&M), and Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
  • Working knowledge of Special Operations Exploitation (SOFEX) and Identification and the Department of Navy's Screening Information System (DoN-ISIS) portal tools.
